▎Prof. Aoki Setsuko (Professor Emeritus, Keio University, Japan)

Professor Aoki Setsuko holds a Doctor of Civil Law (D.C.L.) from McGill University in Canada, specializing in public international law, space law, arms control, and export control. She is currently a Professor Emerita at the Keio University Law School and a Distinguished Professor at the Chiba Institute of Technology. In 2025, she was awarded the Medal with Purple Ribbon by the Japanese government in recognition of her outstanding contributions to the study of space law in Japan. As one of the foremost authorities on international space law today, Professor Aoki exerts an absolute and defining influence on the development and research of both international and Japanese space law.

▎Dr. Hyoung Joon An (Head of Space Policy Division, STEPI, Korea)

Dr. AN, Hyoung Joon, Research Fellow, graduated from Seoul National University and earned his Ph.D. in Space History from the Georgia Institute of Technology in the United States. Since 2015, he has been conducting research at the Science and Technology Policy Institute (STEPI) on large-scale public R&D policies in areas such as space, defense, and polar exploration. His work has focused on the New Space economy and national space development governance.
In 2025, he published AI and Space Exploration, which examines how AI technologies are reshaping the landscape of space science, space industry, and space security from historical, technological, and ethical perspectives. He also contributed as a co-author to The Oxford Handbook of the New Space Economy published by Oxford University Press, writing a chapter analyzing the development of Korea’s space economy. In addition, he actively provides policy advice on various space development projects of the KASA(Korea Aerospace Administration).
▎Prof. Chu-Cheng Huang (National Tsing Hua University, Taiwan)

Receiving his D.C.L. from McGill University, Canada, in 1998, Dr. Chris Chu-Cheng Huang is currently a full time professor of the ILST, NTHU. His is specialized in air and space law, public and private international law, property law, torts, IP licensing and transaction, and indigenous laws.
Having conducted numerous joint research and adjunct teaching programmes internationally, he had been a NSC-IIAS joint visiting scholar sitting at the Netherlands, and a visiting researcher at School of Law, Hokkaido University, Japan. He was also invited to give addresses and intensive lectures on the issues of Taiwanese indigenous laws and human rights in Hiroshima University, Hokkaido University of Japan and various international institutes. Currently he is an editorial board member of the Queen Mary Journal of Intellectual Property, an official journal published by Queen Mary Intellectual Property Research Institute, University of London.
Dr. Huang is always enthusiastic on the progression of human rights and international law in Taiwan. He is a council member and the chief of the International Law Committee of the Taiwan Law Society. Besides, he is a board member of the China Aviation Development Foundation and the chairman of the Foundation for International Exchange and Cultural Development.
At NTHU, his teaching covers the fields of public international law, private international law, air and space law, property, torts, and indigenous laws.
