楊威迦 院士 (美國喬治亞理工學院)
Vigor Yang is Professor of Aerospace Engineering and Industrial and Systems Engineering at the Georgia Institute of Technology. He was the William R. T. Oakes Professor and Chair of Georgia Tech’s School of Aerospace Engineering for a decade (2009-2018). He has published 10 comprehensive volumes and numerous technical papers on combustion, propulsion, energetics, and data science. He was the recipient of the American Institute of Aeronautics and Astronautics (AIAA) Air-Breathing Propulsion Award (2005), the Pendray Aerospace Literature Award (2008), the Propellants and Combustion Award (2009), and the von Kármán Lectureship in Astronautics Award (2016). He was awarded the Worcester Reed Warner Medal (2014) by the American Society of Mechanical Engineers (ASME), and the Lifetime Achievement Award (2014) by the Joint U.S. Army, Navy, NASA, and Air Force (JANNAF) Interagency Propulsion Committee. He also received the Statistics in Physical Engineering Sciences Award (2019) from the American Statistical Association (JSA).
Dr. Yang was the editor-in-chief of the AIAA Journal of Propulsion and Power (2001-2009) and the JANNAF Journal of Propulsion and Energetics (2009-2012). He is currently a co-general editor of the Aerospace Book Series of the Cambridge University Press (2010-). A member of the U.S. National Academy of Engineering, an Academician of Academia Sinica, and a foreign member of the Chinese Academy of Engineering and the Indian National Academy of Engineering, Dr. Yang is a fellow of the AIAA, ASME, Royal Aeronautical Society, and Combustion Institute. He was a vice president and a member of the executive committee of the AIAA (2012-2015).

Dr. Chang is the Director of Space Transportation System Department responsible for the Satellite Launch Vehicle program of TASA. Prior to his present position, he was the Deputy Director starting from 2018 and later promoted to Director of System Engineering of TC Program in 2022 covering a variety of air-to-air, air-to-surface and air defense missile R&D programs in National Chung-Shan Institute of Technology.
Before this assignment, he joined Taiwan Innovation Space Inc., a private company dedicated to satellite launcher development, in 2017, as the director of GNC & Avionics Department responsible for the development of rocket GNC system, a turning point where he altered his career path from satellite AOCS to Rocket GNC.
In addition to awards received during his years of NSPO service, he was the observer/member/expert of Astrodynamics Technical Committee under the umbrella of International Astronautical Federation (IAF) from 2013 to 2017 and was elected as Engineering Sciences Section Corresponding Member of International Academy of Astronautics (IAA) in 2018.

淡江大學火箭團隊
太空科技實驗室Aerospace Technology Lab成立於2017年，隸屬於淡江大學航空太空工程學系，為國內第三個擁有設計與製造大學規格火箭能力的大學團隊，包含自製推進劑、引擎、噴嘴、箭身、動態分析等。實驗室雖發展時間不長，但在短短數年間，已成就斐然，曾於106年度參加由國家太空中心所舉辦「2017 立方衛星競賽任務」，以「穹星號立方衛星之月球電離層探測」為題，在全國8個進入決賽的隊伍中脫穎而出，獲得第二名之殊榮。2020年已發展高度約3公尺之碳纖維複合材料火箭，預計射程將達一公里，更在2021年與國家太空中心簽訂了三年期的科研火箭研製任務的合作，2023年至2024年間於旭海小型科研火箭發射場成功試射三支科研探空火箭。
